Delhi–Kabul at a turning point

Afghanistan’s Foreign Minister Amir Khan Muttaqi will visit New Delhi on October 10 in what is poised to be a cautious reset of India–Afghanistan ties. The trip, enabled by a temporary UN travel-ban exemption, marks the first high-level visit by a Taliban official to India since August 2021. New Delhi’s agenda is expected to focus on sustaining humanitarian assistance, easing visas for students, businesspersons, and patients, and exploring trade via Iran’s Chabahar route amid Pakistan’s refusal of two-way transit. India will likely press concerns over minority safety, women’s education, and press freedom, while avoiding any rush toward formal recognition of the Taliban regime. Kabul, for its part, is expected to seek deeper development cooperation, expanded consular facilitation, and a broader political opening with India.
